​On the morning of November 4, 2023, at the Tran Bien Temple of Literature Center, Dong Nai province Vietnam - Russia Friendship Association (the Association) held a meeting to mark the 106^th Anniversary of the Russian October Revolution. Attending the meeting were Member of Dong Nai province Standing Party Committee, Head of Party Committee's Propaganda and Training Commission, Chairman of Vietnam - Russia Friendship Association Pham Xuan Ha; Director of Dong Nai province Department of Culture, Sports and Tourism, Vice Chairwoman of Vietnam - Russia Friendship Association Le Thi Ngoc Loan; Vice Chairwoman of Dong Nai province Union of Friendship Organizations Vy Vu Hong Thao and 50 members of the provincial Vietnam – Russia Friendship Association.​

At the meeting, Head of Dong Nai province Party Committee's Propaganda and Training Commission Pham Xuan Ha, Chairman of Vietnam - Russia Friendship Association gave a speech affirming the great values ​​of the Russian October Revolution not only for the Russian people but also with the people of the world, including the people of Vietnam. During many historical periods, the relationship between Vietnam and Russia (formerly known as the Soviet Union) have been preserved and nurtured by generations of leaders and people of the two countries based on mutual trust and understanding. Especially in 2012, the relationship between the two countries was upgraded to a comprehensive strategic partnership. All of this has created a solid foundation for the long-lasting friendship between Vietnam and the Russian Federation. The meeting is also an opportunity for members of the Association to have the opportunity to meet, interact and exchange ideas to contribute to the further development of the Association's activities in the coming time. The Association's Chairman also emphasized that the association's members need to continue to propagate so that cadres, party members and people can more deeply understand the great historical values ​​of the Russian October Revolution, and at the same time help the younger generation of the province knows how to appreciate history, continue to build good relationships between Vietnam and the Russian Federation.

In 2023, the Association successfully organized the Second Congress, term 2023 - 2028, electing 19 comrades to the Association's Executive Committee led by Mr. Pham Xuan Ha - Member of Dong Nai province Standing Party Committee, Head of Party Committee's Propaganda and Training Commission, Chairman of Vietnam - Russia Friendship Association. At the 6th Congress of the Central Vietnam - Russia Friendship Association, term 2023 - 2028 (on September 29 and 30, 2023 in Hanoi), Mr. Pham Xuan Ha was elected to the Executive Committee of the Central Associaton, term VI. In addition, the Association also actively participated in the contest on study and understandings about people-to-people diplomac in 2023 and the bilingual media product design contest on the history, culture, land and people of Dong Nai province and the 4th Dong Nai province Friendship Melodies Festival organized by Dong Nai province Union of Friendship Organizations. As a result, the Association has been selected 01 performance to represent Dong Nai province Union of Friendship Organizations to participate in the Friendship Melodies Festival between Unions of Friendship Organizations in provinces and cities in Cluster No. 4 of Vietnam Union of Friendship Organizations in Tay Ninh province on November 9^th, 2023.

On this occasion, the Association also announced the admission decision of 07 new members, and at the same time, presented plans and orientations for the association's activities in the last months of 2023 and in 2024, including activities towards the celebration for 10 years of establishment of Dong Nai province Union of Friendship Organizations.
