During the period from
August 24 to August 26 of 2021, Ms. Kamala Harris - Vice President of the
United States visited and worked with senior leaders of Vietnam.
It can be said that at
a time when Washington is actively implementing the Indo-Pacific strategy, the
visit of the Vice President of the United States to Vietnam shows the
importance of Southeast Asia in general and Vietnam in particular; At the same
time, it shows that the bilateral relationship between Vietnam and the United
States is on the right track and has made lots of progress.

At the press conference
on the afternoon of August 26, Vice President Harris emphasized that: “We've
had an enduring commitment to this relationship, because it matters to the
people, to the security and to the prosperity of the American people. And we
believe in the people of Vietnam”.
She said that the
COVID-19 pandemic is the top concern of the two countries. In the context of the
increasingly complicated of the Covid-19 pandemic, the US continues to support
Vietnam with 1 million doses of Pfizer vaccine, bringing the total number of US
vaccine donation to Vietnam to 6 million doses so far. Ms. Harris said she
would continue to support Vietnam's faster access to vaccines, including
vaccines for children; at the same time, support in medical equipment, improve
medical capacity to cope with other pandemic risks in the long run.
In addition, through
the American Rescue Plan Act (ARPA) and other emergency resources, the United
States Agency for International Development (USAID) and CDC provided an
additional 23 million USD in technical assistance to Vietnam in response to Covid-19, bringing total support
since the beginning of the pandemic to nearly $44 million; USAID also donated 1
million USD to the Vietnam Red Cross to reduce the impact and prevent the
spread of Covid-19 in vulnerable communities.
Through a press conference,
the Vice President informed about the land lease contract to build the new
headquarters of the US Embassy in Hanoi with a term of 99 years. This is a
clear evidence of the two countries' commitments in partnership cooperation,
she affirmed.
In the earlier 2 days,
at the meetings with senior Vietnamese leaders, Ms. Harris emphasized that the
US attaches importance to the Comprehensive Partnership with Vietnam on the
basis of respecting independence, sovereignty, territorial integrity and political
institutions and non-interference in each other's internal affairs. She also
affirmed that the US supports a strong, independent and prosperous Vietnam and
is committed to continuing to promote the increasingly cooperative and
comprehensive relations between the US and Vietnam in the coming time. The
United States will work closely with Vietnam in maintaining a rules-based
international order by strengthening security and defense ties and enhancing
coordination between the two countries' coast guards. During the meetings, the
two parties discussed policies on economic cooperation, trade, education
reform, etc. Prime Minister Pham Minh Chinh suggested the two parties continue
to strengthen cooperation within Trade and Investment Framework Agreements (TIFA),
and consider the possibility of establishing a new economic-trade cooperation
framework to further promote harmonious, sustainable and mutually beneficial
bilateral trade cooperation...
As of early 2021, the
United States has become Vietnam's largest export market, and Vietnam has
become the 10th largest trading partner of the United States. Particularly in
Dong Nai province, there are currently 27 US enterprises investing in Dong Nai
province in the industrial field with a total registered capital of over 207
million USD, ranking 10th among countries and territories investing in the
province. Dong Nai is currently inviting high-tech projects, this is the
dominant field of US businesses. Until now, Dong Nai government has established
relations with two States of the United States, Arkansas and Oklahoma, and is
in the process of exchanging and establishing relations with New York State and
Virginia State of the United States.
