The following is the full text of the Joint Statement between the Socialist Republic of Viet Nam and the Kingdom of Cambodia.
1. At the invitation of Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia, H.E. To Lam, General Secretary of the Central Committee of the Communist Party of Viet Nam, paid a State visit to the Kingdom of Cambodia on 6 February 2026.
2. During the visit, General Secretary To Lam paid a courtesy call on Her Majesty Queen Mother Norodom Monineath Sihanouk; held talks with Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate and Acting Head of State; and laid wreaths at the Independence Monument, the statue of the late King Preah Bat Samdech Preah Norodom Sihanouk “Preah Borom Ratanak Kaudh”, and the Viet Nam–Cambodia Friendship Monument.
3. Samdech Techo Hun Sen congratulated Viet Nam on its significant achievements in national construction, reform, and development, as well as in socio-economic progress, with economic growth exceeding 8% in 2025. Samdech Techo Hun Sen extended his warmest congratulations to General Secretary To Lam on the resounding success of the 14th National Congress of the Communist Party of Viet Nam and on his re-election as General Secretary. Samdech Techo Hun Sen expressed confidence that the Government and people of the Socialist Republic of Viet Nam will successfully realize their goals of becoming an upper middle-income country by 2030 and an industrialized, high-income country by 2045.

4. General Secretary To Lam congratulated the Government and people of Cambodia on their remarkable achievements under the wise reign of King Norodom Sihamoni and the visionary leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, particularly in advancing socio-economic development. General Secretary To Lam expressed confidence that Cambodia will achieve its goal of becoming a high-income country by 2050.
5. On the occasion of the visit of General Secretary To Lam, Cambodian senior leaders expressed appreciation for Viet Nam’s support in the field of education, including the Cambodia–Viet Nam Friendship School in Dangkor District, Phnom Penh, which reflects the spirit of friendship and cooperation between the two countries.
6. General Secretary To Lam held frank discussions with Cambodian leaders, focusing on further deepening the warm and friendly relations and expanding mutually beneficial cooperation between the two countries. The two sides also exchanged views on regional and international issues of common concern.
7. The two sides expressed satisfaction with the positive development of the traditional friendship, close ties, and comprehensive cooperation between Viet Nam and Cambodia in recent years, bringing practical benefits to the peoples of both countries. The two sides welcomed the regular exchange of high-level visits and contacts at all levels and across sectors, which further strengthen traditional friendship and expand substantive and effective bilateral cooperation.
8. The two sides reaffirmed their consistent policy of attaching great importance to the good neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability of Viet Nam–Cambodia relations, and pledged to support each other for development, peace, stability, and prosperity.
9. In the context of complex regional and global developments, the two sides shared a deeper understanding that the good neighborliness and traditional friendship between the two countries are inseparable, and that mutual support for prosperity, equality, and peaceful coexistence is an enduring principle.
10. Reaffirming their commitment to strengthening mutual trust and understanding, laying a solid foundation for managing and addressing outstanding issues and differences while maintaining the positive momentum of bilateral relations, the two sides agreed on several basic principles to ensure that such issues do not affect the overall relationship and to provide new orientation for more substantive and effective cooperation, as follows:
(i) Respect for each other’s independence, sovereignty, and territorial integrity; non-interference in each other’s internal affairs; handling issues prudently to avoid being exploited or further complicating the situation;
(ii) Resolving differences through frank and constructive dialogue, sincere cooperation and goodwill, based on mutual respect for each other’s legitimate core interests, building on common ground while minimizing and narrowing differences;
(iii) Enhancing information sharing and promoting timely consultations on issues of mutual concern, particularly those related to national borders, communities, programs, and cooperation projects;
(iv) Maintaining consensus that no issue should affect the overall relationship, comprehensive cooperation, solidarity, and friendship between the two countries; and
(v) Strengthening information exchange and coordination in a constructive and responsible manner, promptly addressing arising issues to reinforce trust and maintain stable and long-term bilateral relations.
11. The Cambodian side expressed sincere gratitude for the sacrifices of Vietnamese volunteer soldiers and people in helping liberate Cambodia from the genocidal regime of Democratic Kampuchea in the 1970s and 1980s, as well as Viet Nam’s support for Cambodia’s national construction and development. The Vietnamese side sincerely appreciated the sacrifices of the Cambodian people in Viet Nam’s struggle for territorial reunification and national independence in the 1960s and 1970s, as well as Cambodia’s support for Viet Nam’s national development. On that basis, the two sides pledged to further strengthen their traditional friendship and emphasized that, regardless of changes in circumstances, the warm relations between Cambodia and Viet Nam remain steadfast and enduring.
12. The two sides committed to leveraging their complementary strengths to enhance bilateral and regional economic connectivity, particularly in strategic infrastructure, supply chain connectivity, agriculture and agro-processing, energy and logistics, border economic cooperation, and facilitating the flow of goods, services, and investment between the two economies.
13. Welcoming the strong growth of bilateral trade in recent years and committing to achieving the target of USD 20 billion in bilateral trade, the two sides agreed to further promote and facilitate cross-border trade. The two sides also underscored the importance of effectively implementing the Bilateral Trade Promotion Agreement for 2025–2026, the Border Trade Agreement, the Transit Transport Agreement, and other relevant trade agreements between the two countries.
14. The two sides welcomed the inauguration of the Meun Chey – Tan Nam International Border Gate on 8 December 2025 and agreed to expedite its inclusion in the list of designated transit border gates through the signing of a Protocol amending the Transit Transport Agreement between the Governments of Cambodia and Viet Nam, signed in 2013. The Vietnamese side also agreed to accelerate the upgrading of the Chrey Thum (Kandal) – Khanh Binh (An Giang) border gate into an international border gate and to open a new inland waterway border gate at Khanh Binh. The two sides agreed to promote the full implementation of the Inland Waterway Transport Agreement signed on 17 December 2009 and amended in 2019; encouraged relevant agencies to closely cooperate in simplifying cross-border transport procedures at international border gates; and agreed to accelerate the identification of the connection point for the Phnom Penh – Bavet – Moc Bai – Ho Chi Minh City expressway.
15. With joint efforts to strengthen economic cooperation, the two sides continued discussions on a joint study on a new economic mechanism to further integrate the economies of Viet Nam and Cambodia and incorporate the Viet Nam–Cambodia Master Plan for Economic Connectivity to 2030.
16. The two sides committed to further improving the investment and business environment, encouraging and supporting enterprises of both countries to expand cooperation in potential and complementary sectors, including telecommunications, agro-processing and agricultural trade, renewable energy, infrastructure, digital transformation, finance, banking, and tourism. The two sides pledged to promote investment and trade promotion activities to achieve the target of USD 20 billion in bilateral trade in the near future, commensurate with the potential, scope, and comprehensiveness of cooperation between the two countries.
17. The two sides emphasized the importance of defence and security cooperation, committed to enhancing more effective cooperation, and agreed to strengthen collaboration between the armed forces, including capacity building. The two sides reaffirmed their determination not to allow any hostile forces to use one country’s territory to conduct activities against the other.
18. The two sides emphasized the importance of consular cooperation and protection of citizens of both countries in accordance with the 1963 Vienna Convention on Consular Relations. Viet Nam appreciated the Kingdom of Cambodia’s continued support and non-discriminatory treatment of persons of Vietnamese origin residing in Cambodia in recent years. The two sides agreed to facilitate their citizens’ lawful residence, study, work, and business activities in each other’s territory.
19. The two sides welcomed the ongoing efforts of the Viet Nam–Cambodia Joint Border Commission to seek mutually acceptable solutions for approximately 16% of the land boundary that remains undemarcated, including prioritizing 6% related to land swaps, in accordance with all border treaties signed between the two countries, with the aim of building a peaceful, stable, and developing land border. The two sides agreed to expedite the negotiation and signing of the Agreement on the Management of Land Border Gates and the Agreement on Land Border Management to replace the 1983 Border Regulations Agreement in the near future.
The two sides also exchanged views on maritime-related issues. Regarding maritime delimitation, both sides committed to respecting and effectively implementing all relevant agreements, including the 1982 Agreement on Historic Waters between Viet Nam and Cambodia.
20. The two sides agreed to strengthen mutual trust and understanding, emphasizing the importance of enhancing information dissemination, communication, and education on the tradition of bilateral relations among all segments of society, especially younger generations, to ensure accurate understanding of the historical tradition of friendship between the two countries. The two sides agreed to intensify joint efforts to preserve, restore, and maintain Viet Nam–Cambodia Friendship Monuments as invaluable historical assets contributing to education, strengthening the social foundation, and promoting stable and long-term relations.
21. The two sides agreed to enhance cooperation in education and training with a long-term vision, recognizing education and training as an important bridge connecting younger generations, fostering understanding, trust, and strong friendship between the youth of both countries. The two sides committed to providing the maximum possible facilitation for such cooperation, including through scholarships in accordance with the existing Memorandum of Understanding on education cooperation between the two Ministries of Education.
22. The two sides agreed to strengthen cooperation in public health. Cambodia expressed deep appreciation for Viet Nam’s continued provision of healthcare services and treatment for Cambodian patients at major public hospitals in Ho Chi Minh City and equivalent border provinces at the same level as Vietnamese citizens, in accordance with Vietnamese regulations and hospital payment regimes for uninsured patients.
To further strengthen cooperation in healthcare human resources, the two sides agreed to discuss the possibility of enhancing capacity for Cambodian medical students studying at Vietnamese medical universities through clinical internships at Vietnamese hospitals after completing their academic programs, in accordance with Vietnamese laws and regulations.
23. The two sides agreed to strengthen cooperation in fields including culture, sports, tourism, energy, science and technology, agriculture and fisheries, postal services, telecommunications, information technology, and the digital economy to enhance partnership, complementarity, and shared prosperity. The two sides will strive to complete internal procedures related to the United Nations Convention against Cybercrime and promote cooperation in combating cybercrime, noting that the Convention’s early entry into force will contribute to stronger regional and international cooperation in this field.
24. The two sides encouraged border provinces to continue promoting cooperation activities in border trade, culture, arts, education, and people-to-people exchanges. Border provinces of both countries will closely coordinate in addressing disagreements, avoiding actions that complicate the situation in the spirit of friendship, good neighborliness, and mutual benefit, thereby contributing to socio-economic cooperation and other areas of cooperation in accordance with bilateral agreements and the laws and regulations of each country.
25. The two sides reaffirmed the strategic importance of strengthening ASEAN centrality and unity, and fully and effectively implementing the ASEAN Community Vision 2045 to realize a resilient, innovative, dynamic, and people-centered ASEAN. Accordingly, the two sides committed to closely coordinating with other ASEAN Member States to maintain the shared commitment to preserving and promoting regional peace, in accordance with the purposes and principles of the United Nations Charter, the ASEAN Charter, the Treaty of Amity and Cooperation in Southeast Asia (TAC), other ASEAN instruments, and international law. The two sides emphasized the importance of peaceful dialogue, constructive consultation, confidence-building, restraint, and settlement of disputes by peaceful means in accordance with international law, including the United Nations Charter and the ASEAN Charter, without resorting to the threat or use of force.
26. The two sides will continue strengthening close cooperation within the Mekong River Commission and other relevant mechanisms, with countries along the Mekong River and development partners, to manage, utilize, develop, and sustainably conserve water resources and related resources of the Mekong River Basin. The two sides reaffirmed their commitment to fully comply with the 1995 Agreement on the Cooperation for the Sustainable Development of the Mekong River Basin, as well as related Procedures and Guidelines. The two sides also agreed to continue close cooperation with Mekong sub-region countries to make effective use of Mekong cooperation mechanisms, contributing to peace, stability, cooperation, and sustainable development in the sub-region and the wider region.
27. The two sides reaffirmed ASEAN’s common principles on the East Sea. The two sides emphasized the importance of maintaining peace, security, stability, safety, and freedom of navigation and overflight in the East Sea. The two sides reaffirmed the need to strengthen mutual trust and confidence, exercise restraint, avoid actions that complicate the situation, and resolve disputes by peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). The two sides emphasized the full and effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and looked forward to the early conclusion of an effective and substantive Code of Conduct in the East Sea (COC) consistent with international law, including UNCLOS.
28. General Secretary To Lam sincerely thanked King Preah Bat Samdech Preah Boromneath Norodom Sihamoni for the invitation to visit Cambodia, as well as Cambodian leaders and people for the warm welcome extended to the high-level Vietnamese delegation.
