On December
14 (at local time) at the headquarters of the Vietnamese Embassy in Moscow, the
4th Congress of the Vietnamese Association in Russia for the 2024 –
2029 term took place. At the Congress, the leaders of the Vietnamese
Association in Russia proposed and received unanimous approval from the
delegates to develop this organization into the Union of Vietnamese
Organizations in Russia to accurately reflect the characteristics of the
community, which is estimated to have nearly 100,000 compatriots

The Congress also decided to immediately organize the first Congress of the
Union to finalize the apparatus, while democratically electing the presidium
for the first term to elect the president and members of the Standing Committee
and the Inspection Committee of the new organization. Entrepreneur Do Xuan
Hoang was elected as the President of the Union of Vietnamese Organizations in
Russia for the 2024 - 2029 term. This event also commemorates the 20th
anniversary of the establishment of the Vietnamese Association in Russia,
looking forward to the 75th anniversary of the establishment of diplomatic
relations between the two countries and the major holidays of both countries in
2025.
The Congress
was attended by 54 delegates representing the leaders of Vietnamese
associations in Russia, the Vietnamese Ambassador to Russia, Dang Minh Khoi,
representatives from the State Committee for Overseas Vietnamese, along with
representatives from various departments of the embassy and agencies affiliated
with the embassy.
In his report at the congress, the President of the Vietnamese Association in
Russia, Do Xuan Hoang, summarized the results of the Association's activities
in the third term and presented the direction for future activities, evaluating
that the Association has successfully accomplished three main tasks: building a
united and strong community; mobilizing and organizing activities towards the
homeland; and conducting people - to - people diplomacy, contributing to
strengthening the traditional friendship between Vietnam and Russia.
Accordingly, thanks to the efforts of the entire community, the Association has
gathered the vast majority of Vietnamese people and units living, studying, and
working in the host country, through the "Tradition and Friendship Fund"
which sponsors Vietnam - Russia cooperation activities, and the
"Enlightenment Fund" chaired by Ambassador Dang Minh Khoi, which
encourages and motivates Vietnamese students with outstanding achievements in
study, scientific research, and sports culture. This congress is a turning
point aimed at consolidating the organization, renewing the forms of
activities, creating better conditions for the community, overcoming
difficulties and challenges, and effectively leveraging new opportunities.
At the
Congress, the delegates discussed and approved the activities report of the
Association, discussed and approved the restructuring of the Vietnamese Association
in Russia into the Union of Vietnamese Organizations in Russia, and approved
the Union's Charter. After that, the Congress presented the personnel proposal
for participation in the Union and voted to approve the list of the first term Presidium
of the Union of Vietnamese Organizations in Russia for the 2024 - 2029.
Speaking at the Congress, the Vietnamese Ambassador to Russia, Dang Minh Khoi,
acknowledged and highly appreciated the efforts of the Association in uniting
and building the Vietnamese community in Russia, which has been increasingly
developed with many practical activities aimed at the homeland over the past
time. He particularly praised the role of the Association in gathering and
mobilizing the community, building a broad unity block, coordinating
activities, supporting the community in consolidating their legal status in the
host country, promoting economic development, ensuring the community's
stability and long-term development, while protecting the legitimate interests
of the community, leading in assisting them during difficult times, organizing
many sporting and cultural activities in Russia, connecting businesses, and
supporting and advising on economic, trade, and investment development in both
countries. Ambassador Dang Minh Khoi affirmed that the Party Committee and the
Vietnamese Embassy in Russia would create favorable conditions in all aspects
for the Union of Vietnamese Organizations in Russia to operate effectively in
the coming time and requested the Union to strengthen efforts to encourage the
community to contribute more to the country's development.
The
Vietnamese Association in Russia, the President and the Permanent Vice
President of the Association were awarded the Third Class Labor Medal (Source:

On this
occasion, the President of the Socialist Republic of Vietnam awarded the Third
Class Labor Medal to the Vietnamese Association in Russia, Mr. Do Xuan Hoang -
President of the Vietnamese Association in Russia, and Mr. Tran Phu Thuan -
Permanent Vice President of the Vietnamese Association in Russia. This is a
worthy reward for the contributions of the Association and the individuals - Mr.
Do Xuan Hoang and Mr. Tran Phu Thuan on the occasion of the 20th anniversary of
the establishment of the Vietnamese Association in Russia.

Previously, in Moscow capital, the Youth Library - the first library dedicated
to Vietnamese youth and students in Russia officially began operations. The
project aims to promote a reading culture and create a study and research space
for the Vietnamese student community in Russia. This project was carried out
with the accompaniment of the Vietnamese Association in Russia and the
"Tradition and Friendship Fund". Mr. Le Huynh Đuc, Deputy Secretary
of the Youth Union Committee, President of the Vietnamese Student Association
in Russia, stated that the Youth Library is an important project of Vietnamese
youth in Russia aimed at welcoming the congresses of the party committees at
all levels, progressing towards the 14th National Congress of the
Party, as well as coinciding with the celebration of the 4th
Congress of the Vietnamese Association in
Russia.
The project originated from the idea of Ambassador Đang Minh Khoi during a meeting
with youth representatives in Russia on October 18, 2022, right when the
Ambassador began his term. The library is expected to operate effectively,
spreading knowledge and promoting a reading culture within the Vietnamese youth
community in Russia, as well as becoming a place for young people to meet,
exchange, and connect.
