Recently, Vietnam has cooperated
with foreign non - governmental organizations (NGOs) to mobilize resources for
socio-economic development. NGOs have donated to Vietnam in many fields such as
health, education, environment and solving social problems... NGOs have also made many positive
contributions to promoting Vietnam's friendly and cooperative relations with
other countries. Dong Nai province, in the 2019 – 2025 period, has established
cooperative relationships with 62 non - governmental organizations, received
185 grants with a total committed funding value of about 17,243,898 USD,
equivalent to more than 431 billion dong. NGO projects in the province include
sources of social responsibility of FDI enterprises and businesses in
accordance with the orientation of prior fields and areas of the province,
contributing to socio-economic development, improving people's lives, and
supporting the prevention, control, and treatment of Covid-19 pandemic.

Dong Nai province has implemented many solutions to make
the most of resources from NGOs, FDI enterprises, foreign business and trade
associations; Especially, the focal agency in NGO aid mobilization - Dong Nai
province Union of Friendship Organizations (DUFO) has made the positive changes
and had effective and creative advocacy strategies.
Deep understanding
and companionship with NGOs
Dong Nai province Union of Friendship Organizations has studied
and clearly understood the operating principles of each foreign partner,
regulations and priorities of each aid source. In addition, Dong Nai province
Union of Friendship Organizations has regularly exchanged information and
accompanied NGOs in surveying, providing information, implementing, monitoring
and evaluating the effectiveness of NGO projects. These activities are the
important factors that create trust for NGOs and a new direction to help Dong
Nai province attract more aid and promote the role of NGOs. Since 2020, Dong
Nai province Union of Friendship Organizations has exchanged, provided
information and coordinated with 15 NGOs to conduct 29 surveys in districts and
Bien Hoa city and implement about 50 NGO projects. Besides, during the project
implementation process, a number of difficulties are promptly resolved by
sectors and localities; the coordination with donors in monitoring and
evaluating effectiveness of the projects is carried out seriously. Therefore,
lots of projects have been quickly implemented locally by donors, many NGOs
always accompany and maintain regular cooperation locally.

Strengthening
relationships and partner networks
Strengthening relationships and partner networks is a key to boost aid
mobilization opportunities. Over the past time, Dong Nai province Union of
Friendship Organizations has continuously created and maintained good
relationships with foreign NGO partners, FDI enterprises, foreign business and
trade associations, creating favorable conditions for information exchange and
long-term cooperation. In
particular, to take full advantage of the resources of FDI enterprises, Dong
Nai province Union of Friendship Organizations with Department of Planning and
Investment and Dong Nai Industrial Zones Authority have signed a plan to implement
Program No. 294, in which foreign associations and FDI enterprises are called
for their social responsibility to participate in the prior fields of foreign
non-governmental aid mobilization and cooperation promotion in the province.
Every year, Dong Nai province Union of Friendship Organizations organizes a
preliminary review and proposes to the Provincial People's Committee to
promptly commend and reward foreign businesses and associations for their
community development projects.

regularly monitored, reported clearly, detailedly, transparently and evaluated
the effectiveness of NGO projects. This not only helps enhance professionalism,
but also promotes the province's reputation and responsibility with partners. It
also builds solid trust from donors and creates an important foundation to
develop long-term and sustainable cooperative relationships.
