On the afternoon of April
12, 2024, Committee on Foreign Non - Governmental Organization Affairs
(COMINGO) organized a national online conference on reviewing the foreign non -
governmental affairs in 2023 and discussing the
operating directions and orientation in 2024 with 63 provinces and
cities across the country.
The Conference was
chaired by Deputy Minister of Foreign Affairs Nguyen Minh Hang, Chairwoman of
the Committee on Foreign Non - Governmental Organization Affairs. At Dong Nai meeting
point, attending the Conference were Ms. Nguyen Thi Hoang - Vice Chairwoman of
the Provincial People's Committee; representatives of leaders of relevant
departments, agencies and sectors of the province.

The Conference informed
the delegates about the implementation of Decree 58/2022/NĐ-CP dated August 31,
2022 on registration and management of activities of foreign non-governmental
organizations in Vietnam and the implementation of Decision 06/2020 /QĐ-TTg of
the Prime Minister on the organization and management of international
conferences and seminars in Vietnam and some key issues; Decree 80/2020/NĐ-CP
dated July 8, 2020 on management and use of non-refundable aid that is not part
of official development assistance from foreign agencies, organizations and
individuals to Vietnam; Directive 19 CT/TW and Conclusion 98 KL/TW of the Party
Central Committee Secretariat on foreign non - governmental affairs.
Speaking at the Conference,
Mr. Tran Phu Cuong - Head of the People's Aid Coordinating Committee shared: “There
are 381 foreign non - governmental organizations which has operated in Vietnam in
accordance with the orientations and guidelines of the Party and compliance
with the State's legal policies,...; In 2023, the value of aid disbursed by
foreign non-governmental organizations and foreign agencies, organizations and
individuals to Vietnam reach more than 228.7 million USD, an increase of 4.9
million USD compared to 2022; thereby, demonstrating the great efforts of
ministries, sectors and localities in coordinating the mobilization,
organization, management and implementation. The implementation of activities
of foreign non - governmental organizations makes a great contribution to
foreign affairs, creating a premise to attract foreign non - governmental resources, making a great
contribution to socio - economic development of the country”.
In Dong Nai province, in
2023, the province has cooperated with 23 NGOs and other donors to deploy 26
NGO aids with a total committed funding value of more than 109,841 billion VNĐ.
Compared to the same period in 2022, the value of sponsorship commitments
increased by about 37.7 billion VNĐ, an increase of 70.8%, reaching 158% of the
planned target. Besides, 05 (FDI enterprises) sponsored 06 projects, with a
total cost of more than 912,960,000 VNĐ. Compared to the same period in 2022,
there was an increase of 2 sponsors and an increase of 3 projects. Projects have
been implemented in accordance with the province's guidelines and policies,
contributing to solving social problems, implementing sustainable development
goals and disease prevention and control; enhancing understanding and
cooperation between Dong Nai people and international friends.
Concluding
the Conference, Deputy Minister of Foreign Affairs, Chairwoman of the Committee
on Non - Governmental Organizations Affairs, Ms. Nguyen Minh Hang proposed: In
2024, ministries, sectors and localities continue to thoroughly grasp and
strictly implement the orientations of the Party and State's legal policies on foreign
non – governmental affairs; accelerate the resolution of administrative
procedures, shorten the time to process documents related to foreign non –
governmental organizations; diversify aid sources, expand subjects and advocacy
methods to achieve high efficiency; regularly exchange information and closely
coordinate between local and central agencies in managing and supervising foreign
non – governmental activities and aid to ensure security - politics and foreign
affairs requirements, serving socio - economic development.
