At the Opening Ceremony of the courses, Ms. Bui Thi Lieu - Vice President of Dong Nai province Union of Friendship Organizations said that Dong Nai province has established cooperative relationships with 62 foreign non-govermental organizations (NGOs). Foreign non-govermental affairs is identified as an important channel of people-to-people diplomacy in implementing the foreign policies and guidelines of our Party and State. Dong Nai province has gradually built a full, favorable, proactive, flexible, legal environment in foreign non-govermental affairs, bringing important results. Resources from cooperation and sponsorship of NGOs in recent years have helped improve the quality and stabilize the lives of a number of people, especially those with disabilities and children in disadvantaged families, vulnerable people, ethnic minorities... Foreign non-govermental aid sources have contributed to the implementation of sustainable development goals of Dong Nai province. This is also a good achievement in building friendship and cooperation between Dong Nai people and international friends.

Besides, there are still limitations affecting the comprehensive results of the Program on foreign non-governmental aid mobilization and cooperation promotion for the period 2019 - 2025 in the province, due to one of subjective reasons such as: a part of grassroots officials has inadequate awareness of foreign non-govermental affairs, so they do not proactively review the needs to write projects calling for NGO aid; they simply consider foreign non-govermental affairs as economic aid instead of the purpose of the promotion of a relationship of cooperation and solidarity between the People of Dong Nai province and the People of other countries. Therefore, for many years, many localities have had very few NGO projects implemented. It is expected that, with the courses, they will help local cadres, civil servants, and public employees to better understand about foreign non-govermental affairs, thereby on basis of the situation and needs of the agencies and localities to write and apply projects to mobilize and attract NGO resources for sustainable development in the areas.

MSc. Luong Thanh Tung - Deputy Head of foreign non-governmental affairs division guided the order and procedures for preparing project documents and how to submit them to Dong Nai province People's Committee for approval; shared instructions on project writing skills to mobilize NGO aid sources, key issues in building project goals, creating trust and attracting donors to the project.

Concluding at the course on training the project writing skills and updating information on foreign non-governmental affairs in 2023, Ms. Bui Thi Lieu - Vice President of Dong Nai province Union of Friendship Organizations requested delegates to deploy the above content at their agencies; at the same time, develop projects and send them to Dong Nai province Union of Friendship Organizations for timely synthesis and submission to Dong Nai province People's Committee to promulgate a list of calls for foreign non-governmental aid in the province.
