become increasingly important resources, both in terms of economic resources,
intellectual resources and "soft" resources, contributing to the
development of the country. ",

The overseas Vietnamese community
continues to integrate deeply into the host society in all fields and is an
important resource contributing to the country's development - both in terms of
economic resources and intellectual resources and “soft” resources, especially
in the context of the COVID-19 pandemic. Economically, according to the World
Bank, since 2010, Vietnam has always been one of the countries receiving the
most remittances. In 2021, despite the serious impact of the COVID-19 pandemic,
the amount of remittances sent to Vietnam still increased by about 10% compared
to 2020. The total amount of remittances remitted to Vietnam in recent years is
approaching the amount of 200 billion USD.

Overseas Vietnamese participated in the Spring of Friendship
Festival 2021 in Dong Nai and offered incense at the Tran Bien Temple of
Literature.
In terms of trade, hundreds of
thousands of overseas Vietnamese businessmen have actively supported, invested,
promoted import and export, contributing to the implementation of the campaign
"Vietnamese people give priority to using Vietnamese goods" in the
community.
In the fields of science and
technology, innovation and high - quality human resources, the achievements of
the overseas Vietnamese community are increasingly remarkable. It is estimated
that there are between 500,000 and 600 thousand highly qualified businessmen
and intellectuals, accounting for 10 - 12% of the overseas Vietnamese
community, which is concentrated in developed countries such as the US (with
about 50%), France, Australia, Canada, Russia and Eastern Europe…
Overseas Vietnamese intellectuals
have gathered and participated in "donation plans" for many important
domestic issues, such as technology, artificial intelligence, entrepreneurship
and innovation, pandemic prevention and control, economic development model….
The "soft" resources of the overseas Vietnamese community have been
contributing to improving the country's image and position, enhancing the
relations between Vietnam and countries around the world as the role, position
and influence of the overseas Vietnamese community in the host country are
increasingly enhanced and expanded, deeply participating in all aspects of life
in the host country such as politics, economy, science and technology, culture
and art….
In particular, the overseas
Vietnamese community always has a strong attachment to the homeland. In the
context of the COVID-19 pandemic, despite many difficulties, they
enthusiastically responded to the call of the Party, State and Vietnam Fatherland
Front Committee. In the two years 2020 - 2021, people have donated about 115
billion VND to support the country and many medical equipment for the pandemic
prevention and control and the COVID-19 vaccine fund. In addition, overseas
medical experts and doctors have actively donated plans, shared experiences or
volunteered to return home to participate in the fight against the pandemic.
On December 31 of 2021, the Government issued Resolution No.
169/NQ-CP promulgating the Government's action plan on overseas Vietnamese affairs
for the period 2021 - 2026, which sets out the tasks and solutions to
concretize Conclusion No. 12-KL/TW of the Politburo. The overseas Vietnamese affairs
will continue to be implemented more strongly and comprehensively as required by
the Resolution of the 13th National Party Congress and Conclusion 12-KL/TW, in
order to better express the sentiments and responsibilities of the Party and
State in taking care of the overseas Vietnamese community, and at the same time
encouraging and creating conditions for overseas Vietnamese to turn their heart
to homeland.
In order to more effectively promote the resources of
overseas Vietnamese to contribute to the development of the country, it is
necessary to implement a number of specific measures, as follows:
Firstly, it is neccessary
to step up the extensive dissemination,
mastery and propaganda of policies, directions and tasks on working for
overseas Vietnamese; on that basis, develop and implement action plans and
programs, including the Government's Action Program on overseas Vietnamese affairs
in the 2021-2026 period.
Secondly,
innovate, diversify forms, and be flexible in measures to mobilize Vietnamese
people abroad, focusing on the young generation, people with prestige and
influence in the community; thereby nurturing and strengthening the affection
for the homeland, and at the same time raising awareness and sense of
responsibility in consolidating the great national unity.
Thirdly,
develop synchronous measures, strengthen and support overseas Vietnamese
associations; promote the role of the Association for
Liaison with overseas Vietnamese and relatives' Associations
in maintaining an information channel on the situation of overseas Vietnamese
in the host country and connecting overseas Vietnamese with local authorities; research
and develop mechanisms and plans for regular coordination between domestic
socio-political organizations and overseas Vietnamese associations.
Fourthly,
implement comprehensive measures to support the people, especially in
disadvantaged areas to have solid legal positions,
stable lives, economic development, law compliance and favorable conditions for integration in the local society.
Fifthly,
continue to improve the legal system, reform administrative procedures, and synchronously
deploy policies related to overseas Vietnamese; reform administrative
procedures are carried out
towards the transparency
and efficiency.
Sixthly,
to encourage and create conditions for overseas Vietnamese to make active
contributions to the cause of national construction and defense; encourage the
establishment and support to improve the status of local networks, business
associations, enterprises and intellectual associations; strengthen the
organization of forums and seminars to connect overseas Vietnamese with the
country, then, provide information on undertakings,
policies, investment environment, scientific and technological activities, projects
which the
overseas Vietnamese can participate in; build a database and network to connect overseas businessmen
and intellectuals; improve the mechanism for receiving,
processing, responding to, applying and promoting effectively the ideas and
contributions of overseas Vietnamese; continue to promote the role of
overseas Vietnamese in people-to-people diplomacy.
Seventhly,
diversifying activities to support overseas Vietnamese to preserve the
Vietnamese language, promote the cultural identity and fine traditions of the
nation; promptly solve problems related to the community's spiritual, belief
and religious needs.
Eighthly,
renewing the content, methods and thinking about foreign information work for
overseas Vietnamese. Diversifying methods of information transmission, focusing
on timely, complete and accurate information on digital content.
Ninthly,
continue to build the coordination mechanism and consolidate the organizational
apparatus; increase resources to carry out work on overseas Vietnamese./.
