​    People-to-people diplomacy means foreign affairs with the extensive engagement with people's mass organizations, socio-political organizations, social organizations, socio-professional organizations; agencies and sectors in the political system at all levels and not on behalf of the Party, State and Government; or with the individuals like the celebrities, intellectuals, scientists, writers, artists, journalists, people of all religions, ethnic groups, businessmen from all economic sectors of the local people and the Vietnamese Overseas.

In the period of deep integration with the world, people-to-people diplomacy plays an increasingly important role in participating in the implementation of the common foreign policies and guidelines, contributing to the establishment of a favorable global environment for the country's development; protecting the independence, sovereignty and territorial integrity; consolidating Vietnam's image and position in the world, contributing to the cause of building and defending the country. On September 19 of 2019, the Central Secretariat issued Directive No. 38-CT/TW on continuing to innovate, promote the role and improve the quality and performance of the Vietnam Union of Friendship Organizations in the new situation that has affirmed to continue developing people-to-people diplomacy under the motto "active, flexible, creative, effective ".

In order for people-to-people to promote the motto "active, flexible, creative, effective", in the process of leadership and direction, the Provincial Party Committee and People's Committee of Dong Nai province always actively follow up the policies, Resolutions and Directives of the Central Government on people-to-people diplomacy. The Provincial Standing Party Committee issued Document No. 8485-CV/TU, dated February 17, 2020 on the implementation of Directive No. 38-CT/TW, dated September 19, 2019 signed by the Secretariat; on request all levels of Party Committee, Authority, Fatherland Front and socio-political organizations to set up plans in order to master and organize the implementation of Directive No. 38-CT/TW to cadres and members of Party, Youth Union, Friendship Union and classes of people in the province.

To promote the people-to-people diplomacy, Dong Nai focuses on establishing bilateral Friendship Associations with countries that have traditional relationships, strategic partnerships and comprehensive cooperation with Vietnam as well as economic and cultural cooperation with Dong Nai. As of April of 2021, the Provincial Union of Friendship Organizations (DUFO) has campaigned to establish 09 bilateral Friendship Associations (Vietnam - Laos Friendship Association, Vietnam - Thailand, Vietnam - Cambodia, Vietnam - Korea, Vietnam - Russia, Vietnam - Japan, Vietnam - France, Vietnam - China, Vietnam - USA) with nearly 8,000 members. Besides, DUFO guides Friendship Associations to develop their networks of members and sub-branches in schools, businesses, and localities in the province according to the characteristics of each Association.

DUFO is proactively, flexibly and creatively coordinating with the Provincial Vietnam Fatherland Front Committee, socio-political organizations and people's organizations in the province to mobilize and gather resources to participate in people-to-people diplomacy; create the synchronism and bring into play the role of the Vietnam Fatherland Front and the characteristics and strengths of socio-political organizations in order to effectively implement the people-to-people diplomacy programs and activities of the Fatherland Front and Union organizations, which avoid overlapping content. Activities of Friendship Associations have gradually become bridges, enhancing understanding and cultivating friendship; established and expanded the relationship of exchange, solidarity and friendship between the people of Dong Nai and organizations, businesses and people of other countries. Friendship Associations actively carry out activities to connect members with the Association's work such as: Organizing meetings with officials and members; awarding scholarships to Lao and Cambodian students studying in Dong Nai; organizing the delegations to visit the localities where they used to work or join in the battle field in Laos and Cambodia to support the native people there. Some Friendship Associations (such as Vietnam - Korea, Vietnam - Thailand, etc.) have also received the attention of FDI enterprises to join hands to support the province's social security programs, creating a cohesive and sustainable relationship between businesses and international friends with the People of the province.

The Provincial Union of Friendship Organizations has proactively established relationships with Consulates General and People's organizations of other countries; coordinated with agencies and departments in the province to organize people-to-people exchange events, diplomatic - political events of great significance in the relationship between Vietnam and other countries in rich contents and various forms. On the anniversaries of the establishment of diplomatic relations, National days and major holidays of other countries, the Union and its member friendship associations have special activities such as: Meeting members; exchanges of culture and arts; celebrations of the anniversaries…

As a result, since DUFO’s establishment (since 2014), it has organized more than 40 people-to-people diplomatic - political events. All of these activities have been solemnly organized, full of friendship, leaving good impression and received the participation of Consulate General of countries in Ho Chi Minh City, FDI enterprises, foreign non-governmental organizations (NGOs) and a large number of people in the province, contributing to enrich and deepen the relationship between the people of Dong Nai and other countries. Many people-to-people exchange activities received the large participation of international friends and people of all levels with many meanings and good feelings. Especially, the prominent activities of propaganda, promotion and launching of ASEAN Community 2015 were established in the province; activities to celebrate the Anniversaries of establishing the diplomatic relations with other countries, cultural exchange festival between Vietnam and Korea, Anniversary of the Russian October Revolution, etc.

The province's people-to-people diplomacy activities in recent years have contributed to conveying information about Vietnamese people and culture, humanistic policies of the Party and State, and Vietnam's preeminent regime, strengthening the relationship between the people of Vietnam and those of the countries around the world. The Union has well brought into play the role of the Standing Agency of the Committee on Non-governmental Organizations, enhanced coordination with relevant agencies, actively supported for the operation and mobilization of NGOs to join hands to support Vietnam to fight against the COVID-19 pandemic and natural disasters such as droughts and floods in some localities, ensured management requirements and aid mobilization of NGOs in accordance with the guidelines and policies of our Party and State.

In order to keep promoting the people-to-people diplomacy under the motto "active, flexible, creative and effective", in the coming time, it is necessary to focus on the affair of information and communication on people-to-people diplomacy in the province; organize, direct, implement with initiative in coordination; constantly innovate and diverse forms; objects and areas are expanded both at the local areas and abroad; timely convey current affairs, guidelines, guidelines and policies of the Party and State, policies to attract investment of the province; image of the country, people, history, culture and socio-economic development achievements of Vietnam in general and Dong Nai province in particular to friends in the region and the world, contributing to the achievement of Directive No. 38-CT/TW, dated September 19, 2019 of the Secretariat on continuing to innovate, promote the role and improve the quality and efficiency of the operation of the Vietnam Union of Friendship Organizations in the new situation.
